Having been successful in 1997, Volkswagen decided to invest, in 1998, in building a car from scratch for Formula 2, using the 4th generation of its Golf model. Unlike the previous model, champion in 1997 (Golf III Kit Car), the Golf IV Kit Car was thought to have been developed in cooperation with VW Motorsport in Hannover.

However, only these records originated in Germany, with the development and preparation of the vehicles carried out in England by Sony VW Racing, such as the Golf III Kit Car. The purely symbolic "factory support" ended up being reduced over the life of this project, another astonishing fact, bearing in mind that the British Rally Championship is considered one of the best championships in the world and the project was anything but amateur…

The Golf IV Kit Car was developed especially for the British Rally Championship, with an eventual participation in the World Rally Championship in mind. This fact justifies his weak presence in the “Mundial” competitions, unlike his predecessor. Its competitive debut was held at the 1999 Vauxhall Rally Wales, with Mark Higgins and Raimund Baumschlager, but as it turned out during the season, the car had a lot of reliability problems.
