This layout starts at Heiwajima PA, a fairly large parking area located at the bottom of the Ueno route. This PA has separate parking space for northbound and southbound traffic which are not connected between them.


As the name suggests, the northbound parking area only allows drivers to rejoin the Ueno route and head north towards Tokyo.
